State Consultation Meetings
Phase I
The Navy, EPA, and Coast Guard held two rounds of
briefings with interested States during Phase I.
Round I
The first round of UNDS consultation meetings was
held between August and December of 1996. Twenty-one States accepted
the offer to be briefed on UNDS and discuss State concerns.
The Round I Briefing outlined
UNDS legislative requirements, efforts to identify and characterize
vessel discharges, and the role of the Navy and EPA in the program.
Round II
The second round of Phase I consultation meetings
was held between October 1997 and January 1998. The Navy, EPA, and
Coast Guard met with 22 States in this round of meetings.
The Round II Briefing
contained more technical aspects of the UNDS process, including
preliminary discharge determinations and analytical information
supporting decisions to control or not control discharges. Prior
to each meeting, the State representatives were provided with discharge
summaries containing the description, analysis, and preliminary
determination of each of the 39 Armed Forces vessel discharges.
Phase II
To date, the Navy, EPA, and Coast Guard have conducted
two rounds of consultation meetings with interested States for Phase
II.
Round I
The first round of Phase II consultation meetings
was held between August and December 1999. Twenty-four States accepted
the offer to be briefed. In this round, both State water program
and coastal management program representatives were briefed. The
Phase II Round I brief reviewed Phase
I decisions and discussed the general technical approach for Phase
II.
Round II
The second round of Phase II consultation meeting was
held between September 2003 and February 2004. Twenty-six States
participated in the briefings. Similar to the previous round of outreach,
State water program and coastal management program representatives were
briefed. The Phase II Round II brief provided an update
on the current status of Phase II, including a review of the preliminary
performance standards for the five Batch One discharges -- surface vessel
bilgewater/oil-water separator effluent, weather deck runoff, hull coating
leachate, underwater ship husbandry, chain locker effluent, elevator pit
effluent, and photographic laboratory drains. |
